Mission

Considering the cultural, historical, political, social and educational uniqueness of Eurasia, the Eurasian Association for Educational Assessment (EAOKO) was founded to advance the education quality assessment expertise in the region. By meeting the growing need of consolidating the community of researchers, education professionals and policy-makers in the region EAOKO strives to function as a platform for creating, discussing and disseminating best practices in education quality assessment.

Goals

  • to provide a platform for discussion, know-how exchange and collaboration among main stakeholders in the area of education quality assessment, including but not limited to: researchers, scholars, graduate students, education practitioners, professionals, policy-makers, education administrators, donors, etc;
  • to carry out or facilitate research and analysis on education quality assessment methodology, tools and their case specific application;
  • to develop, improve and promote new education quality assessment tools;
  • to represent education quality assessment communities’ interests and initiatives at the governmental level in nation states and in Eurasian supranational organizations;
  • to serve as a liaison between region’s expert community and international organizations; to provide region specific analysis on the international education quality assessment data and to represent region’s know-how on the international arena;
  • to provide an opportunity for young specialists to develop their skills and deepen their understanding of current issues in education quality assessment.

Functions and Activities

  • to organize conferences, round tables, workshops and related events;
  • to produce “Education Quality in Eurasia”, peer reviewed journal;
  • to hold a competition for best research and innovation in education quality assessment;
  • to carry out cross country research and monitoring on education quality;
  • to provide a virtual collaboration space for researchers and scholars;
  • to create young researchers council;
  • to support Eurasian experts in taking part in international conferences, joint research and publication projects.

Dear Colleagues,

We are happy to invite you to take part in the Annual Conference and General Meeting of the Association Members! The 2018 Conference will be focused on Education Quality Assessment at Different Levels of Education. We welcome participation of EAOKO Members, education quality specialists, teachers and managers.

The Seventh Annual International EAOKO Conference will be hosted jointly with the Ministry of Education and Science of the Republic of Tajikistan and the National Testing Centre under the President of the Republic of Tajikistan. The Conference is supported by the Russia Education Aid for Development Program, implemented by the World Bank in Russia, and the Open Society Institute-Assistance Foundation in Tajikistan.

The meeting will be held on October 19-20, 2018 in the Hilton Hotel, Sadriddin Ayni Street, 48, Dushanbe, Republic of Tajikistan. The Conference will include plenary and breakout sessions to be attended by representatives from the CIS states and other countries of the world as well as by top international institutions, education development institutes and education quality assessment agencies.

The main emphasis of the upcoming Conference will be made on quality assessment at different levels of education, including early childhood/preschool, school, vocational education and training and higher education. What are key challenges and best practices of education quality assessment at each of these levels? How to build an integrated national system of education quality assessment and to what extent is such integration really critical? We expect discussions at the Conference to result into finding answers to these questions.

As part of the Conference, a General Meeting of the Association Members will be held to discuss the development of the EAOKO’s workplan for the next year. On the practical side, the Conference is called to produce recommendations on further development of the educational assessment systems at different levels of education. The best papers presented at the Conference will be published in the next issue of the "Education Quality in Eurasia" journal.


Conference Participation Conditions

The Conference invites Russian and international education quality assessment specialists, experts and research officers. If the number of submitted applications for participation exceeds the maximum set by the organizers, the preference will be given to applicants willing to deliver their papers at the Conference and to those applicants who are members of the Association.

The organizers reserve the right to stop the registration and issuance of participation tickets before the established deadline if the number of applications (with or without papers) exceeds the maximum established by the organizers.

The cost of the Conference participation ticket covers the organizational fee, the cost of the handout file and coffee breaks and it amounts to:

  • RUR 2,000 if the conference registration form was submitted before October 10, 2018, including this date;
  • RUR 2,500 if it was submitted in the period from October 11, 2018 till the dates of the Conference (including these dates).

The conference participation tickets can be purchased by the international participants before the conference opening sessions on October 19 and 20.

In accordance with the EAOKO Membership Regulation, members of the Association are exempt from payment for the participation ticket: they have promo codes equivalent to a 100% discount on the participation ticket. Other participation costs (such as travel expenses, meals, accommodation) will be covered by participants of the Conference regardless of their categories out of proceeds of the parties they represent.


Tajikistan Visa

Tajikistan offers the visa-free entrance or simplified 3-days visa procedures to the citizens of over 100 countries. Please refer to the website of the Main Consular Department of the Ministry of Foreign Affairs for the full list of countries and the detailed procedures.


Accommodation

It is advisable for guests who will attend the event to stay at the Hilton Hotel where the Conference will take place. For guests’ convenience, the organizers have made early reservation of rooms which will remain effective till September 30, 2018.

The hotel offers the following categories of rooms:

  • Standard Room – US$100;
  • Club Room – US$150;
  • Executive Suite – US$220;
  • Diplomatic Suite – US$300;
  • Presidential Suite – US$1,000.

(The price includes the cost of single-room accommodation per person per day with extra US$30 to be paid for another guest, breakfasts, access to the internet throughout the hotel area, and visits to the fitness centre with a swimming pool and sauna).

When booking a room, please, specify the following:

  • Desired room category;
  • The number of guests;
  • Arrival date;
  • Departure date;
  • Payment option (using a bank card or payment against invoice from the organization).

In the case of card payment, the amount to be paid for the accommodation will be frozen at the bank account till you are checked in and accommodated. Payment against invoice from the organization may be made as an advanced payment no later than 1 month before the arrival date.

Below are listed other accommodation options in the vicinity of the Conference venue:

  • Alisher Hotel 3* – US$60: 3-minute walk (600 m) from the Hilton Hotel;
  • Rohat Hotel 3* – US$61: 25-minute walk (1.8 km);
  • Almaz Hotel 3* – US$80: 20-minute walk (1.6 km).

Transportation

It takes 10 minutes to drive from the Dushanbe International Airport to the downtown city. The Airport receives flights from Russia and other counties, including Kazakhstan (from Almaty) and Kyrgyzstan (from Bishkek).

The Hilton Hotel (where the Conference will take place) is located at a distance of 2 km from the Airport. Transfer options to get to the hotel are as follows: contact the airport taxi desk or the hotel booking service (Reservations@hiltondushanbe.com) or one of the taxi services (e.g., here).


Social program and sightseeing

On the side-lines of the Conference, its guests will be invited to take part in a sightseeing tour, demonstrating Dushanbe highlights as well as to visit the National Testing Centre under the President of the Republic of Tajikistan. For those guests of the Conference who will arrive before the Conference or stay for a longer period, an additional cultural/social program may be offered.
